Not OP but I am familiar with this system. It's actually intentional bullshit by the government because they WANT people to fuck it up and miss payments. They forbid you from reporting in advance and open the portal only for a tiny time window on the day during which most NEETS are asleep, bonus points for when their website fucking crashes or they change the reporting day on you with less than 12 hours notice and said notice only going through their in-house messaging service so you have no fucking idea it happened until afterwards.
