It used to be like that in Canada too, but I think they changed to this automated system where they check boxes in a tablet and if you generate enough bad stuff the system decides whether you met standard or not, instead of the instructor.
That being said, the system will auto-fail you on certain things if checked so if you pass a crosswalk before a pedestrian completely exits and the instructor checks that box for failure, you can get an auto fail.
If the driving system could actually get bad drivers off the road, I wouldn't hate the test requirements so much but even with strict tests, you still get retards on the road who never stop at stop signs, cross over 2-3 lanes on a left or right turn at an intersection, refuse to share lanes of traffic with people and say "my lane" etc
