Hangout bars exist more in cities, but in towns, bars will be kind of mixed purpose depending on day of the week and time. During happy hour, almost everything is acceptable as a hangout bar. But as it gets later in the evening, or if it's a friday/saturday night, they likely shift into "destination bar" territory.
Destination bars are less comfortable alone. Hangout bars are usually chill.
Easiest solo bar going experience is avoid friday/saturday nights, or even prime time, and just go and order a meal with your drinks late afternoon.
Whether you strike up conversation with people or meet anyone interesting is a dice roll. Sometimes it's a wash. To meet regulars, it usually takes going to the same spot at similar time and day of the week for a while.

Relying too much on bars for social outlets is a slippery slope to alcoholism.
But if you live in a big city, it's completely normal to go out alone. To the extent, it'll seem weird or off-putting if you're not comfortable going places by yourself.
