No, because he is brilliant. He is a savant. The average robot is just a retard. Barclay is a mathetmatical, scientific and computer genius and these traits allow him to exceed his social limitations. Also, Barclay does actually mature and become a more dependable crewmate and Starfleet member throughout the series. Most robots never evolve, we just rot.

Barclay is leagues above us. You know the best representation of a robot in Star Trek? That one dude on Voyager who spend all his time in the nacelles doing repairs and ate his lunch there instead of the mess hall.
