Not surprising, since Naofumi Hataya took inspiration from early acid house music among other genres, like new jack swing, for his half of Sonic CD's soundtrack. That song specifically was meant to be a little experiment in replicating early 90s acid house vibes, and I even used the "hit it!" sample that Stardust Speedway Present and Bad Future included.
