Turkey is based in that regard. It's literally in their constitution that every citizen of Turkey is a Turk. Some minorities don't like that though

The Turkish concept of Millet (the people) is inherently post ethnic. Everyone within the borders of the country who holds its citizenship is considered Turkish, without any regard for background. But this only really works if everyone works along. It works well with the Laz people for example who largely consider themselves Turks
