Your example does not work, because the men in power are not in power because they are men, and they do not work to benefit men, and they do not benefit because they are men.
The crime rates would remain the same, or higher. Innocent men would continue to be imprisoned, and because criminals abuse each other constantly in prison, it would result in much greater victimization of completely innocent men in prison. Crime would be constant and extreme. Outside of the prisons, crime would likely rise. Female on female violence is actually greater in female normative environments like lesbian relationships, as noted by the higher rates of DV:
