you seated it poorly or straight up forgot thermal paste at all, 70 isn't unusual for a gpu under heavy load though, repaste and reseat the cpu

go in bios and undervolt ur cpu -30mV if its an AMD Ryzen that needs more than 100W of power, your temps will be a lot less and performance will be better since you wont be thermal throttling as much.

a cpu should be idling around 40C, less than half that
you're going to burn a crater in it and ruin it, you did something wrong

I have a nice aftermarket cpu air cooler and a lot of fans in my case like you and when I open HWMonitor my temperatures are like this
(basically only have a browser open with a lot of tabs and a youtube video playing)

Its an AMD Ryzen 5 7600X, its suppose to run at 95c normally during 100%. These numbers aren't idle numbers, its when my pc is running a high performance game.
