IDK man, after the dip in action cartoons in the 90's there was some really shitty messages in kids shows.

Doug was a whiny neurotic autist. He didn't cause my issues but there's probably a reason that was my favorite Nicktoon.

I knew someone would say this but then you posted a rather obscure character. I should clarify that the show would have to somehow reach a BROAD audience of children (televised cartoon) but there are a few problems with that. Firstly Internet killed the TV star, and secondly there are people you'd have to get vetted by once you hit certain "numbers" to SPECIFICALLY prevent this exact thing from happening. A limitation of free expression? Not on an individual level - only at a certain scale of mass appeal.
