give people a reason to use it that isn't just "it's like 4chan but with a fraction of the pph and is basically just a reformatted discord server for tripfags". Give it a central purpose that aligns with the demographic you want to use the site and don't be a pissy faggot and ban everybody who hurts your feelings. Also make sure to shill it but don't go overboard otherwise people will only go there to tell you to fuck off with the incessant shilling

I feel like NEET / incel is too broad of a net for an imageboard. I was thinking about making it dedicated to streamers of all types but I'm not sure how wanted that would be.

It's not possible.
I learned during that recent two week outage that none of the other image boards are anywhere close to 4chan for traffic.
Soijak Party had maybe like 10% of 4chan's traffic even after adding in all the 4chan refugees, and every other image board was way more dead than Soijak Party which itself was painfully dead compared to here.

Are you sure you want to create an "imageboard" and not a "textboard"? Either way, you should know how to take care of CP spam. vichan is an engine everyone is familiar with, so bots will flock to your website fast. But there's still some hope in that regard.
