Firstly, being decent means developing yourself to a position where you don't need to lie about who you are to attract women. For example, the way you talk is extremely indicitive of an incel or at least terminally online mindset. Thus, to attract a woman you'd have to lie about who you are. The bar for being a decent person is pretty low, thanks to the hordes of dipshits out there. Being respectful and nice is a good start, although obviously many people will want more than just the basics. You also need good hygiene, and you have to have goals that you're working towards.
