During the Korean War, American PoWs collaborated with the Chinese Government, including confessing to biological warfare and other scandalous behaviour. America responded by claiming they were brainwashed, and that communists had the ability to turn loyal Americans into evil communists if left long enough in PoW camps
MK Ultra was trying to catch up with communist brain washing by developing Thier own methods
One part of MK Ultra involved wiring a cat up for sound to spy on communists but the first test resulted in the cat being run over by a taxi and the plan was abandoned.
