It depends. For an NPC who would just waste money on drugs and hookers, then yes. But for people with an actual soul, billions could be put towards more enlightened purposes (I don't mean charity)

Mostly yeah but I'm not into sex or drugs. I'd use that insane money to buy and do things that I never could as a poor person and there are so many that I doubt I'd ever get bored. I'd probably end up dying due to cave diving or driving a motorbike off a mountain or something.
