the cars who are not in the circle are supposed to yield until the traffic in the circle has already cleared. even in the most comical scenario there is a group of cars on the outer lane of the circle who can continue to drive in circles until they all exit. quite literally nobody should be stopped inside the circle, that's the entire purpose of the design.
