I dodge people I know for days and weeks, so I don't have to bother with unnecessary stuff as well, but talking to strangers is fun because you're not bound by expectations and don't have to act performatively.
Just make them run or study with you next time, maybe that'll help push you more or aid your attention span.
I've had plenty of good experiences approaching women out of the blue and many of them turned out to be quite likeable, so it might be beneficial to either give them a chance or handle them differently, if you don't like how it currently goes.
