It's oily as hell, you need to wash it. Use a name brand shampoo, rinse, and then conditioner, let it sit for at least 5 minutes, then rinse it out. Towel dry for a minute and air dry the rest. You can then try products if you still don't like the result. You should be washing your hair a day or two before it looks like your picrel.

It's also never just hair. You have to have a compatible face. If you're an ugly fuck no hairstyle is going to make you attractive to everybody. Although, it may attract some weirdos.

Hair is most relevant in framing your face. For some people, long hair is the greatest thing to happen to them, for others, it's a huge downgrade. It also depends on upkeep, this guy's hair is really messy and it looks like he puts no effort into it.
Women don't approach men who aren't very attractive, so "never [having] had any girl as much as show interest in him" is basically all guys who don't actively and routinely approach women.
