The three main things that are needed are:

1. A local hormonal environment conducive to growth.
2. Ample blood flow.
3. Good nutrition.

Birth control pills are a lottery. I have endo and take Yaz and while my breasts did grow it was only for few months and then just weight gain and bloatness. I am working on losing it, but it wasn't really a significant breast growth. Anyway, I really don't recommend using birth control unless you don't want to get pregnant or was cursed with endo like me or pcos. There is fenugreek I guess as I tried to take to manage my endo but they were bitter and I gave up
