Not OP, but this is incredibly common if the other person is dependant upon them in any aspect. Children depend on parents, sick people depend on doctors, certain mental illnesses or personality disorders make people depend on people they are attached to, some physically disabled or brain damaged people depend upon care aids, the list goes on. I am sure you can see many scenarios one person actually can control another person's functioning and life.
