The CIA is primarily concerned with international espionage. Domestic affairs are handled by domestic agencies like the NSA, FBI, and others. There's already a lot of government investigations into "incel culture" primarily headed by think tanks which are already influencing the FBI and other law enforcement agencies with their classification of incels as part of a broader online misogynist community, also describing them as "male supremacist groups". Incels are essentially already regarded as terrorists by law enforcement in the US and Canada, and you had better believe national level LE is working on infiltrating and subverting "manosphere" communities the same way they did white supremacist groups.

In fact, according to the FBI, there is "significant overlap" between the manosphere and white supremacists. Given how many white supremacist groups are run by the FBI themselves I have no reason to doubt their assertion on this.

McCaine Institute is an American think tank that assists domestic LE agencies and advises congressional committees for terrorism prevention. These guys literally shape national security policy, and they have a long document where they laboriously define and break down incel slang. And this is meant to be a "brief overview" there are probably far more substantial documents than this with thousands upon thousands of 4chan and 8kun post screenshots.
