Was this before the Douglass "Ricky Vaughn" Mackey sentencing? After that, yes, memes were effectively illegal here.
Lately the courts threw out that conviction before Mackey surrendered himself for prison, so that's good, but for awhile this country effectively didn't have a First Amendment. Obviously that won't apply to noncitizens, twice as hard.
