I think there are a few mentalities that people have a hard time shaking. When you're poor, its better to just spend what little money you have when you have it. Like how you can only afford to buy piece of shit cars because you were stuck paying for repairs on the last piece of shit car before it wasn't worth it anymore. Can't afford to buy a house because rent is too much to put anything away, even though you're paying more than most average mortgage payments. And a lot of times its self inflicted as you say. People living just a handful of paychecks between having a roof over your head, or not. But I think other people are forced to embrace living below their means, just so they can pay for things like medical bills.
