the one in the OP is Bad Boys (1993) an OVA adaptation of a long-running delinquent manga about a spoiled brat who ditches everything in order to join a delinquent gang. it's a lot of fun. other ones i've used ITT are Tokyo Underground (2002), MAR Heaven, Shaman King, NG Knight Lamune, Zatch Bell, Kodoccha and Goldran the Brave of Gold!! you can probably tell what my anime taste is like just based on those
