Both. Some people are malicious, some people are born with hopeless medical conditions or circumstances. I believe everyone with diagnosed autism, BPD, or schizophrenia should have access to euthanasia. All of these can cause irreparable life long suffering.

Sociopathy psychopathy violent tendencies hedonism are all partly genetic. There can be someone born monster. I suppose for most its environmental though.

some people are born with destructive mental disorders (for example primary psychopaths) and some people develop destructive mental disorders through their environment (for example sociopaths)

I believe that all behavior is either fine or not fine, and that the background for why shouldnt excuse any behavior, but only soften or harden your response to it. It's not socially healthy to give too much leeway to bad behavior based on background, and I say this from the perspective of an orphan, it results in ridiculous mistrials like giving someone 3 months for child rape, and leaves peoples instinct for justice soft and flabby. Bad behavior is bad, good behavior is good, why you do which is only relevant for preventing it in the future, not preventing it now. Also, genetics are extremely underrated as a factor and are frankly more influential than environment, which is why I turned out fine and perfectly good families churn out mass-murderers and kiddy diddlers. If you don't hold people accountable you get hell on earth.
