- They need to restore income inequality favouring men.
- They need to either make people less poor or normalize a family system that doesn't involve neolocation.
- They need to denormalize family planning.
Part 1, you bring back gender segregation in schools and only educate women in domestic stuff. How to cook, how to care for children, how to handle domestic finances. You do not provide them an education geared for the workforce. You end gender quotas and gender discrimination laws.
Part 2, you probably can't normalize a different family system so instead, you stop making people poor. You do this by ending inflationary monetary policy and halting immigration. Inflation is basically a massive tax on workers to subsidize loans for the wealthy.
Part 3, you heavily restrict abortion. Ban contraceptives. Apply legal penalties towards media (pornographic or otherwise) that encourages non-reproductive sex (homosexuality, anal, etc) while being more lax towards media that encourages reproductive sex. For example, allow TV shows to portray unprotected vaginal baby-making sex without getting an age rating penalty so that it's normalized and imprinted on people at a young age.
You do have to do all of these things at once, not just one or the other. Part 2 is especially hard for the wealthy because they really, really don't want to lift their boot off the peasants' necks. But family systems involving neolocation (aka, basically the whole modern world these days) are very sensitive to economic stress. This is an advantage in some ways (historically, they've been less impacted by famines due to restricting population growth when in economic conditions that lead to famine) but it's a disadvantage in ages of chronic poverty.
