not OP but this quote is specifically from an essay titled "on the suffering of the world" which he wrote when he was an old man, closing in on the end of his life. his main philosophy and lives work was written several decades prior to this essay and he said himself that these essays were to be taken as his own personal thoughts at the time or writing and not reflective of his philosophical system as a whole
