Honestly i think its like.. i feel feminine on the inside (i sound pretty faggoty too and i'm gay) and i don't like looking masc at all. People have also told me i act like a girl, even some straight guy said i'd be the perfect gf i was a girl, and he compared me to his ex once (which was a bit weird).. Also people online make fun of me frequently for having a fem voice.

It could also mean they're a crossdresser and have no desires to identify as a girl outside of that. If the person chooses to identify as transgender it still falls inside of it which is why there is also subcategories to it such as trans female(transfem)

You won't really find this within the trans community. Some people might ask but it's seldom pushed unless someone thinks you're repressing and doing more harm to yourself. Nobody can really force you though.
