If your single biggest goal is to make friends, and money is not an issue, I would join a fraternity and become a normie. If you can't afford or just don't want to do this, you have to be as extroverted as possible and really put yourself out there.

I'm gonna be 27 nearing 28 when I go back to college to finish my bachelor's degree after having worked through the spate of covid to support paying for my sister's college and having to work through my parents separation to support myself. But I got a Cybersecurity mentor last year so I already got the job search post-grad under control.
My advice is make sure you have enough money when enrolling and always do an inventory check before you're ready to go. Get a laptop that isn't fully plastic and have a warranty to cover it. Preferably three year.
Also, change your phone plan to something off brand and much cheaper. Puretalk, US Mobile, and Mint have great plans.
For coffee, if living in the US, order from community coffee.
