But i've also seen people saying this is a red herring, as he doesn't really mention acting through payment processors or anything about videogames, and some say he wouldn't have the power to do these things anyway in the position he holds within the administration

All I know is bank of America is bad because they block crypto and lie about their fee structures. I think visa and mastercard are different companies, but I don't care about that side of stuff as much as crypto. Anything that accelerates the decentralization of finance is a good thing. I hope there is more censorship and unbanking. People are not going to stop spending just because their card stops working.
I'm kind of paranoid and take a squirrel nuts approach to personal finance. I have a accounts with local credit union, out of state bank, a farmers bank, and online banking. The free checking tier is still pretty good, and credit union gives me a shitload of personal checks for free just for maintaining a balance above a threshold. Doubt I'll ever use checks except for nostalgia, but it's nice to have the option.
He doesn't look like a hon to me, and it's considered a mean word so I doubt it's a real name tag. Maybe it's a shooped picture. America is a place where criminals are generally not punished, only innocents. But in high profile cases like this the fact he is fall guy doesn't necessarily imply innocence. He's just punished for crimes he didn't commit to a lesser degree than is deserved for the sins he did commit.
Visa and Mastercard have been doing this sort of shit way before this guy was ever in charge, there's just more people noticing now
