It's true there are Jew NEETs (mostly for religious) but American government aid doesn't exactly fund them since Israel makes like 10x more from tourism. You could argue the Jews that visit Israel are by extent stealing from America and reappropriating funds they get from goys to pilgrimage to the Holy lands. But it's a stretch
