It governs the range of intelligence. Just like how 6ft tall parents won't create a 4ft child as it's out of range of variance and a 5ft would be insanely rare. All traits should be considered as numerical ranges and the difference in ranges as an average are what make up each 'race' (differing gene pools can have wildly different ranges though, not all asians are the same etc)
