What you're suggesting is a little bit too wild to me, because it wasn't so long ago women couldn't legally own shit that we can forget it happened, but the industrial revolution was around when circumcision became so popular as a way to make men not as sexual. You're not wrong about trying to make the world a "cleaner" place and get men to earn more stuff.
Before the Industrial Revolution, people lived in tight nit communities where everyone kind of had value and naturally filled roles for the town.
