Why do normies perceive attractive people as more flirty than they actually are?

I see this a lot, where somebody attractive is interpreted as flirting or hitting on others, despite behaving in the most benign ways and showing no actual interest in them, and it often ends with them being confused by why others would assume there was any interest in the first place
