Kidnapping cant actually occur because the police receive GPS updates of every humans coordinates. God is inside every humans brain. The kidnappings you have read about are fakes. But the belief is that the police and the camera systems actually exist for god to torture the real souls in this reality. Basically he wants them to be poor and incel, so he designed a system where they literally could not take matters into their own hands. Mentally it was important to shut down the real souls will in this reality, without god showing his true powers. God could easily just stop the real souls by summoning invisible barriers to put them into a temporary prison. But that type of thing gives the real souls too much power, instead god wants them to feel totally worthless and degraded like they are failing because they suck. If god was summoning invisible barriers to prevent you from moving, you would actually enjoy it.

There's different archetypes of rapists. The kind you're talking about(rape + murder) are one of the more rare kinds, at least in the first world. They are typically low inhibition, low IQ men with some sort of antisocial personality disorder who happen to be horny and alone near a woman who they have little relation to during the crime. They rape to satiate their desire, then murder in attempt to cover their tracks after the fact. There's no desire or possessiveness of the woman they rape as "theirs."
A great example of this is documentation and memoirs from the collapse of the eastern front in WW2, specifically. Rape in Germany after the Nazis fell was widespread, but it was especially horrible and gruesome on the eastern front.
