1/1/21 - one year into the decade
1/1/22 - two years
1/1/23 - three years
1/1/24 - four years

1/1/28 - eight years

There is no 0 AD in the Gregorian calendar. It begins on 1 AD. Ergo all decades, centuries and millennia begin on years ending in 1 and end on years ending in 0.
