I guess there are several reasons for liking these. Firstly, cows are mostly known for being docile animals who produce milk and are easily breed so this kind of gives impression of woman being fertile and motherly + cows are all female as we call male versions of them bulls, so it's just whole pack of feminine traits in one go. And it being bikini just adds sexyness to this. Femininity is what is attractive in women. Just like waistline or tits curvature is feminine so it triggers our monkey brains. And of course milk is for some reason associated with big tits and while small ones have their advantages too, big ones are comfy to grope.
It's just like wearing some wild cat imprint on your clothes gives you more wild impression.
Another reason I can imagine is being something unconcious about visible patches. When Belayev bred foxes to create domestic fox, only thing he bred for was less flight response on contact wwith human. But in the end it turnd out that those domesticated foxes started to vocalize similar to dogs, their ears sometimes turned from pointy to floppy, and they developed multicolored fur with patches, like we often see on domesticated animals. Multicolored patches might be some evolutionary mechanism tied with attention and being social.
It's sad that most of time of the time when you ask girl if she'd wear something like this, she gets offended because she takes being cow as something insulting for some reason. Maybe they see cows only as something blocky and "fat", not as basically feminine, motherly model, basically wife material.
