There's not supposed to be a real ethical dilemma between S&L, that's the entire point of the Mao episodes Suzaku was mindbroken by his childhood experiences and can't admit the possibility that resisting Brittania is good and has to substitute a make-believe reality wherein he is capable of changing them in order to stay sane. There's no question, Lelouch is right and Suzaku is wrong. Lelouch is the guy dressed as a terrorist, but one who is obviously in the right, whereas Suzaku is the guy dressed as a Holy Knight who is obviously in the wrong. It's not subtle.
