If he just left them to die and prioritized saving the politico, that would've been fine. Instead he actively chose to drain their HP to save the guy, and apparently at least Afread died from it if not everyone else.
Triage is leaving other people to die while saving some. Actively choosing to kill other people to save some is not triage. "First do no harm" and all that.
