I'm pretty sure that was a focused haki blast. Like Hakoku Sovereigny but smaller. We saw him try it on Luffy only for Luffy to respond like he'd merely been punched in the face. Almost like Ivankov's Hell Wink technique but without requiring any body movement at all. That or it's actually literally a Hell Wink just done too fast to see
