I truly believe that the fact that criminal penalties for child abuser getting more lax at the same time stranger danger exploded in the US is not a coincidence. In America, we blame the parents more than we blame the abusers. When it's already a cultural norm to let children go outside on their own and come back home unharmed, the "it's the parents' fault" scapegoat no longer works. I truly believe that scapegoating is why the sentences are getting lighter. "Yeah, the monster shouldn't have done it, but the parent was just asking for it, so she's partially at fault to," the judge and jury say. Um, actually no. Not touching kids is a code of iron. It shouldn't matter whether or not the child is unsupervised or not. If whether a child is alone or not is the only thing stopping you from abusing them, YOU are the problem. Not the parent. It's unfair to children to rob them their independence to accommodate the total lack of self-control of the absolute lowest of scum. Just don't prey on kids. It's that fucking simple. It's not hard.
