Is it specified what form he's talking about here? I don't have a hat in this argument either way but "Garou is now a near-perfect monster" doesn't seem to imply which form. It could be his regular awakened form that ONE was referring to, it's kind of ambiguous unless he previously referred to the big wings form as the near-perfect monster
