I can understand what you mean. Although, I doubt Roger could've done anything even if he had no illness considering that its heavily implied that you need the Gomu-Gomu, Poseidon to be born, the Ancient Weapons to be utilized properly and so on in order to "change the world" and bring the "Dawn". However, as you know, Roger did put in place his master plan after his death (starting the Golden Age of Piracy, his crew members being positioned at key spots in the Grand Line, Shanks' mission of stealing the Nika fruit, etc).
