I'm starting to think Brief is half demon and the unofficial Prince of Hell. It would explain the creator's decision to have Romeo and Juliet film scene/music in Panty + Brief, now that we know Panty is a Princess of Heaven. . .
It also explains why Brief is so modest and polite, just like the demon sisters. But assuming all his perverted tendencies allude to the idea he has a demon side, it's possible he'll be the reason Panty doesn't get back into heaven in the end. He'll act on selfish impulses and drag her back to Daten City, and if her "learn to accept love" arc is true, she'll be okay with that. She'll be pissed, but she'll quickly accept the return to status quo.
