I have a theory that everyone in one piece got their size shrinked and the giants are normal sized humans, it would make sense to shrink everyone since the world got flooded and probably the islands are more cay sized than actual islands, it would also explain why humans can live on top of clouds since small animals can actually stay on top of clouds

so the world government flooded the world and shrinked everyone, One Piece is a fictional world and everything in it is pure fantasy tho so it really doesn't matter
