Not american, the case here is "yes but not really". If customs inspects your package and they don't think it matches what the invoice says, they will "lookup" the value and tax you what they think is the correct amount which usually makes things worse since they can royally fuck you and you will end up paying more than what you would have originally paid if they didn't correct the value.

I've also had packages confiscated but not because of fraud.
