People didn't understand the kiss back then, and between chapters 387-389, this chapter was being improvised. Once again, Reiji didn't plan this, he did it in response to the kiss being negatively received by nips. Reiji got angry bc nips were starting to see Chizuru in a more negative light.
It seems it worked bc most magapoke comments were quite positive for this chapter.
