The Kur weren't really characters. I can't even remember if they had names. I guess Tatsu wrote them to be more menacing than silly, but for me that doesn't make them more engaging.
I think if there's a big difference the Missing Testicles saga and the Small Momo saga it's that we're getting fewer new characters and thus fewer sad flashbacks. But like you said, there's a limit to how many new characters you can add to a story.
