It didn't. Only Takeru cried for her at the end; because in spite of everything she was still his first love. He wouldn't have seriously tried to kill her if he thought she was redeemable. Your complaint makes no sense; Tsukimiya faced death with disbelief, still thinking that it's all pointless and not really caring for anything beyond her own self even though Takeru tried to console her; in contrast Hareaki died fulfilled knowing that he's completed his duty, and glad that he no longer needs to make cruel choices for the sake of the greater good. It's pretty damn obvious which one is portrayed as a lost soul, and which one is portrayed as a villain even until the end.
