I think that's extremely reductive and missing the mark. A shy dork being constantly pushed out of her comfort zone by the crazy people around her is solid character writing. Chisa also takes action for her goals which oppose other protagonists from the beginning, such as when she started the fake relationship, and in terms of ranking love interests she trounces someone who is introduced as a genuine skank.

I agree that Sakurako is a good and dynamic character, but she has serious negatives as a love interest if you aren't a masochist. Having a "strong personality" is fine, but it's not necessary for a good character, nor inherently superior to being more passive or reserved. This story is full of people with over the top personalities, if anything I find Chisa to be the refreshing one because of the sharper contrast.
