You may be able to see the nipples and ass of the loli imouto, but you aren't allowed to see her brother act like he likes it unless it is some obviously mature work. Honestly, it is a lot more sane than the visual based censorship in the West that often ignores the actual themes even if it may seem bizarre to us (because of this conditioning).
