bleach is not what you go to for a complete narrative, hell a lot of shit about how the plot advances is straight up not shown to the reader and must be interpreted
you read bleach because you like the characters and the visual style, especially transformations and costume changes
"Rule of Cool" is basically the subtitle to bleach, it's stupid to criticize it for the plot when the plot is so obviously goofy and a vehicle for the characters and visual elements to shine
One Piece isn't done yet so it can't be judged, but like many others I enjoy the worldbuilding and the characters, the unique fruit powers, the way information about events is slowly doled out over time, notice I didn't say visual style! This is up for debate, but Luffy's transformations rank from goofy looking (gear 3) to overly edgy (gear 4) to cartoonish and downright divisive (gear 5)

I consider One Piece to be more a sequence of events, revealed to the reader over time, with parts skipping back and forth across time. Oda's famous for loving his flashbacks, while Kubo only did two and made a bigger deal out of his. Oda likes making you feel one way about a certain character, then pulling the rug out from under you when you find out about their past. Now you don't know HOW to feel.
